The last time I built it the perms turned out fine. The patch in the new slackBuild seems to just ensure that the file is actually gzipped properly. I may be wrong, which is why I asked.

Based on the ChangeLog entry, something to do with its permissions (or
maybe ownership); otherwise, I have no idea.
