It looks like brlapi is included in the brltty package already. At least,
there's a /usr/lib/libbrlapi.so, several /usr/include/brlapi* files,
a bunch of man pages called brlapi_*, and brlapi bindings for python
and tcl.

This is a difference between Slackware and most other distros:
"development" files are generally included in the same package as
the binary (e.g. the SDL package doesn't need a separate SDL-devel
package). It's just a bit confusing in this case because the other
distros' package is named differently (brlapi instead of brltty-devel).

Have you actually gotten errors trying to compile something that needs
brlapi?
