Tahoe-LAFS has an optional dep on numpy, and I asked about the new
combo on freenode's #tahoe-lafs a few days ago:

misc/operation_helpers/provisioning/reliability.py (shipped with
tahoe, but not used by tahoe per se) uses numpy.array and
numpy.matrix
