No, it's just as Christoph said, it's the link that needs changing.

Github links to tarballs like that are made up of 3 parts (at least).
The first part is

https://github.com/dylanaraps/neofetch/archive/3.0.1/

which identifies exactly _what_ is being downloaded, the second and
third parts are, in this case

neofetch-3.0.tar.gz

which identifies the filename and the format the download will have.
Thus, if you just change that part to

neofetch-3.0.1.tar.gz

none of the TARID stuff is necessary.
