[Slackbuilds-users] atlas3.10.3 build fails due to throttling

   System is running Slackware-14.2/x86_64.

   After installing lapack-3.6.1 (a.k.a. lapack-atlas) I tried to build
atlas-3.10.3 but it quit after 4 seconds because of throttling.

   I need guidance on resolving this issue so I can install NumPy and other
applications to run a hydrologic model.
