should actually say

because that is what the XML snippet actually does, ofr should, at small
font sizes.  In actuallity, sometimes this bitmaps get rendered anyway
(like my bank website in Firefox!).  Also, the XML snippet can be a
placed here as well:

$HOME/config/fontconfig/local.conf
