I admit that I also do not fully understand all the nuances of the blas/cblas/OpenBLAS/atlas options (not to mention lapack). My guess is that if numpy was built against cblas and then cblas wasn't available when OTB was compiled, it could cause such an error. 

If cblas is uninstalled, can you import numpy in the Python REPL?
