How are you bootstrapping? Do you have rust already installed or are you
bootstrapping using downloaded mozilla binaries? If rust is already
installed, you must use the previous stable to bootstrap the next stable
(1.28.0 must be built with 1.27.x). If you have 1.26.x installed, you'll
need to build 1.27.x first, install it and then build 1.28 (or uninstall
rust and bootstrap from mozilla's pre-built binaries)
