signal-desktop doesn't keep old versions, so the download link keeps
breaking... but someone packages it for gentoo, so you could use their
distfiles server as the download link in your .info file.

Here's the file, with md5sum that matches your .info file:

https://distfiles.gentoo.org/distfiles/signal-desktop_1.15.4_amd64.deb

Also there's a newer version:

https://distfiles.gentoo.org/distfiles/signal-desktop_1.15.5_amd64.deb

Gentoo distfiles links tend to be stable, and you can see the older
version is still there after the new one's released....
