Use this URL:

https://github.com/KDE/qca/archive/v2.1.3/qca-2.1.3.tar.gz

This will result in the downloaded file being called qca-2.1.3.tar.gz
regardless of whether content-disposition is supported by the client or
not. Makes life easier for everyone.
