One of the recommendations I read somewhere for strong passwords in
addition to the others was to begin and end passwords with a letter not
symbols or numbers to increase the time needed to crack the passwords.  I
never found a Linux package that could do this but while working for the
Navy I wrote an excel workbook that could generate passwords and was able
to set rules like this and others for those passwords.
