The actual download link is:

Here, wget $DOWNLOAD gives that archive:
v1.3.0.tar.gz
#/firewalld-1.3.0.tar.gz doesn't seem to be interpreted which cause the 
build to fail (because of tar xvf $CWD/$PRGNAM-$VERSION.tar.gz) Is it 
just for me ? Anyway, on github the download link is: 
https://github.com/firewalld/firewalld/releases/download/v1.3.0/firewalld-1.3.0.tar.gz
