OK, I got the URL wrong. If you use this:

DOWNLOAD="https://github.com/wustho/epy/archive/v2023.6.11/epy-2023.6.11.tar.gz"

...the md5sum matches and the package will build.

You'll see 2023.6.11 listed here: https://github.com/wustho/epy/tags

...though you're right, it's not on the releases page.
