That is not quite true.

The reason we see the warning is because there is no python2 version of 
wheel and pip is downloading it as root.

Take pynacl for example:

If network access is allowed, sure it builds, but wheel _is_ needed and 
it falls back to having pip download it.

It's the same situation for all three of the builds I fixed:
