Testing in a VM with a vanilla Slackware64 15.0 install plus Slackware 
security patches, tkimg builds successfully after building and 
installing tcllib (tkimg dependency).

I agree with Matteo, try removing the JBIG items you installed and see 
if it builds without those installed.
