For what it's worth, I saw your email and kicked off a compile of
postgis and all its dependencies. It built fine here, in a clean VM
(again, for what that's worth).

Same output here.

This bit is different. I get this:
checking for library containing GDALAllRegister... none required
For more detail, you'll have to look in config.log. It should be
in the same dir as the configure script (/tmp/SBo/postgis-3.4.2).
It's got *excruciating* amounts of information in it, but you should
be able to find the reason it complained.
