Yes. sbolint won't ever complain about a github URL with /releases/ in
it, and there's no weirdness about some browsers/clients renaming the
file and others not.

Plus... it's better to use a /releases/ URL anyway (if available),
because sometimes the /tags/ one doesn't include everything needed
to build & run the software. E.g. a game that includes assets
(graphics, sound), sometimes the release tarball has these, but
the auto-generated /tags/ one doesn't. Another possibility is git
submodules.
