If you're using slackrepo the permanent fix is to add this to protobuf-c.hint (in /var/lib/slackrepo/<your_repo>/hintfiles/protobuf-c.hint):

ADDREQUIRES="abseil-cpp"

That will force protobuf-c to be rebuilt whenever abseil-cpp is upgraded.  slackrepo doesn't rebuild packages when a dep of a dep gets upgraded; it only rebuilds when direct dependencies get upgraded.
