Ah, okay.  Hmm, I don't have an 11.0 box handy; however, I have a fix:
in the build script, have it use this:
/sbin/makepkg -c y -l y ... instead of /sbin/makepkg -c n -l n

I must admit that I find it surprising that this was not already
reported back when 11.0 was in wider usage - are you by chance
using a non-default umask for the root account?
Post the output of "umask" both as a normal user and as root.
