An alternative download link can be found on a debian mirror, e.g.
http://ftp.de.debian.org/debian/pool/main/u/unpaper/unpaper_0.3.orig.tar.gz
Then you will have to rename 'unpaper_0.3.orig.tar.gz' to 
'unpaper-0.3.tar.gz'
