[Slackbuilds-users] Info on the SBo submissions page

The info on the submissions page about what needs to be included in a 
successful slackbuild appears erroneous.

At present, it's missing the LIBDIRSUFFIX variable, and is ambiguous 
with regards 64-bit support (including x86_64 compile flags, but saying 
64-bit isn't supported).

Also, since the slack-wiki DB has crashed, the link to how to write a 
good slack-desc file no longer works (well, it takes you to the wiki 
homepage, but no further).
