They've pulled it in the meantime, here is the notice from SciPy site:
"NumPy 1.4.0 release pulled. (2010-2-8) Due to an unintended ABI break
the 1.4.0 release has temporarily been pulled pending a decision on
how to handle the ABI incompatibility."

I'm not sure what to do here - if there is backup of 1.3.0 SlackBuild,
then I guess it should be brought back; otherwise, I could prepare it
again.
