Run time. I didn't preserve the error message, but it was about "OpenSSL.rand"
and the gajim changelog for 0.16.9 reads:
Remove usage of deprecated OpenSSL.rand

Maybe the problem is that "the deprecated OpenSSL.rand module" was
removed from pyOpenSSL (in ver. 17.3.0).
