Yes, you missed to read OpenBLAS.info that you downloaded, which
provides a link to the source tarball like this:
DOWNLOAD="https://github.com/xianyi/OpenBLAS/archive/v0.3.3/OpenBLAS-0.3.3.tar.gz"

I just checked the link, it is correct.
