Wrong URL. At some point, the CPAN author changed. Found the new URL
by going to the homepage (from the .info file) and finding the link
there. It's:

https://cpan.metacpan.org/authors/id/O/OA/OALDERS/HTML-Form-6.07.tar.gz

The md5sum matches, too.

sbosrcarch can't archive nonexistent URLs... though now that I've
found the right URL, I can manually add it to the archive.
