Does it still work, and is it still useful? If so, it should stay.

We don't have to immediately remove things from SBo just because
they're no longer maintained upstream.

Eventually, it might have to be removed because it stops working
(e.g. due to kernel changes), or because it becomes too much of a
burden to keep patching it for newer compilers/libraries/etc.

The other reason to remove it from our repo would be because it's no
longer maintained on SBo. But that's not the case here.

What dstat needs, for now, is just a proper github download URL in the
.info file.
