Jan F. Chadima's last activity on SBo was October 2020, so yes, I'd
say the builds are orphaned.

I'd suggest Mario Preksavec or Michael Edie take over libqb, since
they both have builds that depend on it. The perl modules should
also be taken over by maintainers who have builds that depend on them
(though I haven't gone through the list to see who).
