Yes, this is correct.  With rare exception, we don't want to add or
remove users to/from a system or add/remove things to/from an init
script automatically.  I think we have some older things in the repo
that still do this (before we settled on the non-intrusiveness policy)
but any new stuff will not do this (and the old stuff will have it
removed if/when it's updated).
