I can't answer about SBo policies, but I've had this sitting idly on a
back burner of mine for a little while now. My brother is on the Sage
dev team, so I asked him about this. His answer wasn't very direct,
but could prove helpful (though I haven't had a chance to check it
out). He told me that Sage has been packaged and is in the Ubuntu
repositories, and the package maintainer went through a lot of work to
do that; so my brother's advice was to see how the package is put
together in Ubuntu, since that may remove (at least some of) the
redundancies.
