`oc` is obviously not a command. It specifies Occitanian language. There 
is a bug in configure.in:46 - missing quotes or added extra space.
If you are reporting because the build breaks - look for something else 
in the output because it does not break the build.
if you are reporting because it caught your eye - that should go to 
upstream as a bug report.
