Musl's next minor release (later this month) is going to have a locale
framework based on .mo files and a stub gettext. I think iconv needs
enough of glibc (and it is glibc-specific) that you'll end up needing a
full install for it anyways.
Another interesting thing musl doesn't do at all is any of the zoneinfo
stuff (turns out, to my surprise, that's not POSIX).
