As with a any good design, please first define the problems you want to 
solve.

I'm really having hard times finding major problems with SBo, both as a 
maintainer and user.

As long as the maintainer is in the position of taking the final 
decision, there is not much to do. And I prefer that it stays this way, 
i.e. the maintainer decides.

There is room for improvement, maintainers responsiveness might be one 
of them. So, if that's the problem, try finding a way how to change it. 
But in that case, it might require changing of the policy.
