There is zero need for setting PREFIX=/usr in perl-template.SlackBuild. 
INSTALLDIRS=vendor is enough. I have built hundreds of Perl 
distributions and none required the PREFIX setting.

According to https://perlweekly.com/archive/491.html the CPAN mirror 
network will be replaced by a geographically distributed network. It 
might become necessary to replace cpan.metacpan.org by www.cpan.org in 
the DOWNLOAD addresses.
