They have the Foundation that support their work financially

Most of the admins work on SBo on our free time and even Andrew Clemons
used his own infractructure for the CI.

Well, it's a third party since it's not endorsed.
It was originally made by other people outside of SBo admins (Chess,
Mauro, and slakmagik), i just continued to maintain it since i used it
and found it useful and it worked for me.
