Basically it's up to maintainers on how to handle this
if all the other software that depends on openmpi is working fine with
version 5, i would suggest to update it to version 5 instead
But as you mentioned there was some issue with version 5, you can upload
openmpi-legacy or openmpi4 and push the updates in openmpi to version 5.
We will change the requirement of those who need the version 4 (please
make a note when submitting a new version).
