[Slackbuilds-users] ripe-atlas-tools

[fourtysixandtwo]

nnb mentioned most of what I was going to say already except there's a
few more fixes coming to the templates that we overlooked previously.

Here's the fixed slackbuilds matching the templates and a few missing
deps mentioned in setup.py for ripe-atlas-tools.

I did test and they work despite saying 3.10 is minimum required version.
