What source are you using for the tarball? The one in the .info file is
the same for both SlackBuilds:

which downloads and extracts fine for me. You could also try downloading
it from the master CPAN site:

http://www.cpan.org/CPAN/authors/id/C/CH/CHORNY/Test-Warn-0.30.tar.gz
