The DNS resolver indeed decides that. If there is an AAAA record, the
logical assumption is that the daemons are listening on this address
and therefore no NAT64 address needs to be used.

Yes, it is. Although I see no reason against just letting the daemon
listen on IPv6 like it does for HTTP, so the service is accessible with
both protocols.
