That's a decision for a package maintainer to make. I've done that in
a few instances, start packaging up a fork that's gotten some fixes
and new development.

Example: Someone took the old zsnes project that had been unmaintained
for like a decade and started working on it... and the latest version
(that I just updated to) actually has all the x86 asm code rewritten
in portable C, so you can build it on x86_64 without multilib now.
