The correct link should be:

https://github.com/bardsoftware/ganttproject/archive/ganttproject-2.8.3/ganttproject-ganttproject-2.8.3.tar.gz

That will always download the file with the correct filename, whether
you're using wget or a browser or whatever. sbopkg and sbotools will
be satisfied.

David Spencer explained this on the mailing list a while back. Here's

The trouble with ganttproject is that the project name is
also included in the tag's name, so you get a file called
ganttproject-ganttproject-2.8.3.tar.gz (the first "ganttproject"
is the project name, the 2nd one is part of the tag name, which is
"ganttproject-2.8.3").
